Скрипт не требует подключения JQuery. Можно использовать этот скрипт скроллинга как для отдельных элементов сайта, так и для всей страницы, заключив содержимое в DIV элементы. Ручной скроллинг как на IPhone и IPad для всех браузеров, работает даже в последних версиях IE. Текст, содержащийся в скроллирующем элементе, не выделяется, также проблема с вызовом скриптов события ONCLICK на ссылках в области скроллинга. Используйте скрипт с умом, дабы избежать казусов. Эффект интересный, но это не стоит потери функционала.

Скроллить страницу перетягиванием курсора весьма удобно. Еще одна доработка – это фон на «оттянутом» месте. Содержимое перетаскивается курсором вниз и вверх, но можно оттянуть наше содержимое больше нужного, на этом месте поставлен серый фон, как на IPhone и IPad.

Для чата не советую, я сам изначально этот скроллинг для чата ставил. Проблемы будут следующие: невозможен переход на страницы пользователей, выделение текста нет (это уже писалось выше), пропадает в некоторых браузерах сглаживание шрифтов.
